At the point where Maui wants you to fish something out of the water by the Skull Island/Cavern, the fishing point spawns right beside the raft used in the quest from Goofy to recruit Ariel. I can't get the fishing lure in the water, because when it gets too close to the raft the character shakes their head and cancels the fishing.

Can you edit the area, and move the boat?

Nope, I have the same issue ... and i try to move the raft...

I had the same issue today, but I went inside of a building and came back out and the spot had moved far enough away from the raft that I was able to get it.

Are supposed to be able to move the ship?

This works or getting on the raft, riding out to the area you got Ariel, then back. It will usually move the raft just enough. Unfortunately, I don't think you can move it since it's needed to find Ariel but doing what I suggested or what Shiny suggested should work.
