Seaweed ???

I collected the seaweed hours ago and nothing is spawning back? Anyone else having this problem?

Go fishing. Avoid bubbles. Profit.

Seaweed don't respawn on the ground. Once you picked them up, the only way to get them is, like Jeris said, to fish outside of bubbles spots. You will also get fish from doing so, btw. I'm not sure exactly what the % rate is for loot there, but you will definitely get the seaweed by doing so

I have more success at fishing for seaweed in ponds, not the sea itself.

Fish non fish bubbles in the meadow ponds and you will get plenty, use a fishing companion and it'll spawn extra.

I found fishing in the ocean I have the best luck. Make sure to have another character with you that has the fishing talent to get extra seaweed.
