As I was aware of this bug, when I did this quest, I went to go for it first. Saw the lightbulb and went to pick it up, and got surprised that I did it the first try. There's one of two reasons I'm thinking of.
-One, it's the first item I went to pick up.
-Two, I was facing the table that the lightbulb was next to and was walking against it when I did the interaction. THIS might be the solution.
Now that I have finished all the missions, I am starting to play around with moving things in the valley. I avoided anything that might mess up a mission, unless it became obvious I needed to move something to help a mission end. Had to move Aerial's house to finalize her discussion with Wal Le.
Given we have three weeks before any kind of fix rolls in, I would consider a new save if I was stuck. As an aside, I did start backing up my save in the event I did hit a show stopper.
I went for the light bulb first and could not pick it up. Mine is between a bench and a cone which seems to be the common location for a lot of people with this bug.
