I believe that Encanto characters would be included because I think every character will eventually be in the game. I think they are going to have a few dlcs so if shes not in the regular game you can purchase her later on :)

I think they wanted a mix of "solid" classic characters for the launch but they'll add character sets like Encanto's characters later on for a splashier release.
