Report a translation problem
As far as I know, the game time progresses at a constant rate (1 ingame day = 2 real hours) unless changed via a console command (slomo, default to 1), which I don't think would work in a dedicated server since most console commands are blocked by the server; however, maybe there is a loophole or some other methods that I'm not aware of. This command not only speeds up day/night cycle but also every other things (walking, attacking, mining machines, animal traps, etc but not despawning time of dropped items).
If the slomo command is somehow the culprit, a server reboot will reset that parameter back to 1. If this doesn't fix it, then please report it in the bug forum.
To see who has logged into the server, open the text file of your server log which is saved in
<NotD Dedicated Server Installation Folder>\LF\Saved\Logs\
and seach for this string "Join succeeded:" without the quotations.
