Do Veronica's quest line and kill Victor , dont go there if you dont have atleast 300 bullets

Can you tell me exactly how to do this? I've just started the game and I'm stuck on the car smash mission because I don't have a wrench. What is this mission you're talking about?

Veronica is the mainline Quest NPC. You have to progress hers up to point where it wants you to kill Colonel Victor. Otherwise, you can just enable unlock all buildings from the new custom option in the game difficulty settings (and yes, you can change these settings in middle of a run) which will unlock the benches needed for the wrench. You will then need the recipe book for the wrench however which is at the checkpoint near the military base where the boss is located at.

There's also some vendor machines that sell the wrench as well, however, one I found is at around the firestation if I recall which is in the eastern grasslands area.
