It's complaining about not being able to reach epic games but being steam that shouldn't be an issue.
libcurl info message cache 21 (Closing connection 131)

Try deleting your server and reinstalling it from scratch. These errors are what are spamming. There is a problem connecting to the unreal engine API for the game here due to a certification error it looks like. Its pretty heavily spamming your logs.
This game is not heavily played so you probably wont get a lot of replies for technical data and the developers are not very active here.
Seen someone having the same errors in the pinned Dedicated Server discussion back in August too while I was digging around for options. Looks like no one had replied to it either v_v.
Tried to turn off firewall on windows and still have same issue. Know of a list of ports that Epic needs for servers using their API? I guess I must be missing some whatever are specific to them.
I know 7 days to die the latest alpha 21 does this sometimes when epic has its communication server acting stupid. Though if its happening constantly it sounds like an issue with a setup.
If all games are working fine but this one chances are its a bug in their networking since all these games just use the same ports for the most part. 27015 is really the only one that is important for steam to verify and 7777 or 8888.

edit:
furthermore, that ini doesn't even mention this setting:
NoSpawnBuildingBlocker=1 //- Activate Building Forbidden Area
i didn't look at the file cause i didn't figure i could be any help in this topic but after trying to find an up to date INI i realized it's not so easy to find so i made one and stuck it on my guide.

here is the response i got:
so it seems as though you CAN do this. what the dev has stated here is that in some cases this will work, such as with fish speed, but in some cases the game will simply round the number back to a whole number, such is the case with OneDayTime setting.
cheers!
This is the server file it installed with besides the server name change. https://pastebin.com/KrQwj7vn
except the fact that it's missing the updated settings. you can find the updated serversettings.ini way down toward the bottom of my guide. it includes the 2 new settings
