I'm not sure why you thought it was.
It was only ever censored in Germany.
And even now, I think it stopped being censored even there.
The original PC and Xbox versions had censored ns symbols, the Gamecube and PS2 version were uncut

This is correct; it's not a claim, they accidentally used the censored textures when the game first launched. I downloaded the game day one since I was super excited. A fan patch fixed it in the interim and eventually we got an official patch to restore the uncensored textures.
