Report a translation problem
I get in the bloodrayne setup options all the usual suspects including "3D card" which is set to Intel(R) Iris(R) XE Graphics, but when I try to change it nothing happens. I can change any of the other options, but that one's stuck for some reason. This computer does have an Nvidia card which I should be able to use, but I can't select it.
Windows settings -> System -> Display -> Graphics
Add rayne1.exe to the list of apps.
Default path is C:\Steam\steamapps\common\BloodRayne Terminal Cut\rayne1.exe
Select options on it once added and choose NVidia graphics card (default is "let windows decide")
Then when I then loaded up the game the 3D Card was on Nvidia and all the menu options were back

I am having the same issue and I have the Iris Xe Graphics. I tried to change it but nothing has improved for me. Is there any way to still play this game without Nvidia?
BUT "I" myself have been given another method (than the one mentioned above) and it's what worked for me (as well as others) so maybe this will work for you guys as well.
I DO NOT TAKE any credit for this post, as this was a post made from another user, he helped me out and i'm just spreading his message to others, because maybe it will help you the same way it helped me.

That method worked for me. hopefully it helps others out <3
it requires a little more work and downloading a program but if anyone cares to try this method out, I will provide the link to the guide here as well (it's on steam, so no external sites etc.)
since there is no "official" fix for this and the devs haven't came forth with any updates or "official" word as to why this is happening (especially on the terminal cuts, games that were "RE-MASTERED" to work on newer PC's etc.) there is no real "official" or "one way/method" fix.
sadly a bunch of people have had this issue, everyone obv has different rigs and so the "solution" has also been different for everyone.
it sucks but it's sadly just what we've been having to do. so hopefully the above methods help people get this lovely game up and running or this guide will help you.

the guide was originally made for the "eXceed" games one issue ALL 3 OF THOSE GAMES faced on modern PC's (not always) was you would have these black boxes around all the sprites (making the game pretty much unplayable). i'm not a game dev, idk the science behind it all, but it all just seems pretty similar.
with bloodrayne the "static" text stuff seems to have issues appearing (health bars, menu text, just text i general) but the game plays just fine and with the "eXceed" games it was like the opposite of that, your "static" stuff would "appear" but there would be black boxes around all your "static" sprites, texts etc. and the game wouldn't be playable lol
so, i couldn't tell you what's going on. it def has something to do with whatever these games use though got the "text" stuff and then just i guess how integrated graphics cards read that information? (as this issue seems to be more common with people who have laptops and/or integrated graphics card) and process it back to us etc.? again, no idea, just a thought as to what's causing this issue (because the more "we" know, aka can find the SOURCE of the problem, the easier it will be to find a "one solution" method to resolve the source of that said problem).
as of now, no "real" solution so please try all above methods, hopefully they work for you and help you out and please let us know. atm it's pretty much been the community helping the community and just as i said, with this issue, it seems like a bunch of different users are getting it, with different methods to fix it. so just try as many as you can and hopefully one will eventually work.
if you stumble on across something else that hasn't been mentioned (and it gets your game running) again, please share with the community, as other are having this same issue and we're really just trying to help one another out with as many methods possible that can get the game back up and running again for people. <3
