I didn't need to use DGVoodoo2.
Edit: The game is running in a borderless window hence bad framepacing.
This won't fix the framepacing in itself however, for that you need Rivatuner Statistic Server too so that you can lock the fps to 60 with it. After that the game should no longer drop to 58.
Now there is one "downside" to using DGV2: the in-game antialiasing won't work because it's not real antialiasing but rather the game is downsampling the game from a higher render resolution. You can get it working again though by setting up 2x and 4x DSR in the Nvidia Control Panel so that your system "knows" those resolutions. You don't have to actually use DSR, the in-game AA setting will just work as intended after doing the NV Control Panel setup.
