If you're being denied by a human, then it means that individual is probably unaware as to what is happening (Valve outsource their customer support by the way). So you will need to get someone who will escalate your case to be issued with a refund by a Senior Customer Support agent, who has the ability to issue the refunds.
Their lack of success might explain why yours hasn't been processed either though..

Could it be that the OP bought the game as a key on some website and redeemed it on Steam?
Then of course he couldn't refund the game here either.
I almost exclusively use Kinguin if the deal's better and I've been able to get 2 refunds for games no questions. As in, of all the games I got from there, I made 2 requests to Kinguin and got them shortly after. Usually if you make a compelling case, they side with you. Their customer service is solid.
But as mentioned, depends on the service used if it's indeed a used key.
When a game violates the Early Access Terms & Conditions and has been reported & reviewed by the Valve teams involved in fraud/other departments, they make exceptions to the rules and allow for games to be refunded after the typical 2 hour window.
The communications from FNtastic/Myatona about they're working with Steam is unfortunately a lie, as developers have tried this in the past and has been ignored by Steam, as they themselves lose money (they take 30% of each purchase).
So to avoid legal action being take against Valve as well (if a class action lawsuit was ever created), they get this done.
If there was no case for a lawsuit to be warranted in this situation, you would see Valve not providing any form of assistance.
Yes, i see what you mean, and basically we speak about the same thing. Who knows where he got his key from, according to his statement, Steam apparently refuses to return it, so there must be more to it.
But at the moment it's a lot of ifs/buts/maybes depending on the circumstances with the OP.
