Yes. It has been on sale 3 times already - most recently during the winter sale. It lasted until January 5th, so you kinda just missed it.
All 3 times it's been a -35% discount.

Hard to say when the next sale will be. Unless there's a spontaneous one or possibly a relatable event, most likely the Spring/Easter sale in March/April.

Lunar new year sale will be up in a couple days i think, you might get lucky

The Lunar New Year sale isn't one of the big seasonal sales anymore (as of this year) because they replaced it with a more reasonably spaced Spring Sale that's in March. (I do not know if the Lunar New Year sale is entirely gone, just don't expect it to be one of the big Steam-wide sales like it used to be if it does still exist)
