Advise me on purchasing MB:TL

Ok. So I see this game on sale and I kinda want to buy it.
I also know that it had like several characters addded, but I don't see a season passes or DLCs that explicitely add a character.
There are only "MB ARCHIVES" (artbook?) and bunch of "Character voice announcer".

Does it mean that characters come for free?! (GHASP!... such generocityin this day and age?!)

Yes, all the current post-launch characters are free.

The DLC characters are free. An update a while ago made it so that the DLC characters are now baked into the game and are just included, with no need to download them from Steam.

Archives is a setting book but its an ingame app you load instead of the main game. You also have a soundtrack player in there. All dlc characters are free. Round Announcements are the only thing you can purchase to support them other than the game/deluxe version itself.
