Will it be in the future? I can’t install it on my work laptop and personally I only have a tablet..

There actually is a way to use Virtual Cottage (and other apps/games on Steam) on a mobile device, using the Steam Link app. It basically streams the game or app running via Steam on your PC on your mobile device. I know it is far from 100% perfect or even practical, but it is an option.
