globally:
Steam > Settings > Controller > turn on 'Enable Steam Input...' for your controller type
per-game:
Right-click game in Steam Library > Properties > Controller > set override to 'Enable Steam Input'

This way you can map the d-pad to the analog stick & vice versa.
Do you use an Xbox style controller? If so I can see moving with the d-pad being pretty miserable. On a Playstation style controller it's quite comfortable and actually advantageous to switch between modern and tank controls depending on whether I'm exploring (tank) or fighting (modern), and the tank controls are where I've always found them since the first Resident Evil. If you have the ability to just pull out a PS controller you might give that a go. Otherwise, try the above suggestion, and if it ends up being too jank, it may just be one of those unfortunate cases where one thing that particularly bothers you is present in the game and spoils the experience. Don't let anyone tell you you're wrong for this.

Yeah it works. Feels a bit off when doing inventory stuff, but it's serviceable and might get our friend past his hurdle
Thinking about it..
Technically you could map the d-pad to the left analog stick, & the left analog stick to the right analog stick.
This way you can use the left analog stick for tank controls & the right analog stick for inventory management/as a mouse/for modern controls.
