I think it's just the typical US vs EU. You see it everywhere, it's probably just a meme at this point, comparable to fans of sports teams hating on each other or rivals.

The challenge with Dhalsim is that no other character needs so much qcf inputs. He does it even for movements - teleport.
Super Akuma isn't destroying anyone either lol. People really be counterpicking him with his own character and he gets blown up. He had like half a year of mild success when the middle east blew up akuma and people started to actually play the character to his strengths, but now that the matchup is better known and people pick chars with good options for the matchup SA doesn't win anything.
In SFV, Europe was considered better than the US in general but the US had two players (Idom and Punk) that were considered better than all but the best Japanese players. So whether Europe or US was stronger depended on whether you meant who had the strongest player or who had more players at the highest skill level.
