I don’t think anyone is confirmed. There are some uncomfirmed „leaks”, but nothing concrete.

That said, of I remember correctly there was someone before season2 claiming the season 2 will be Bison, Terry, Mai, Elena, Sagat and Alex. 4 of those turned out true, so it is not impossible Sagat and Alex were worked on for season3.

Either way we should have to wait too long for official Capcom reveal of season3 roster.

100% agreed. We still haven't gotten a single grappler as a DLC character yet, and both of those would fit perfectly.
