I'm also unclear on the procedure to diagnose someone as addicted to Modern. You can probably clear all those off your block list also until modern medicine has an opportunity to outline observable physiological withdrawal symptoms.
As for lunatics, limit your play to daylight hours and they can likewise be safely taken off your block list.

Right, and they'll blow past you as they rack up wins in their rank. Unless you plan to catch up to them, they're just taking a spot on your blocklist with no benefit to you (they could, of course, create yet another new account, but that won't be on your block list anyway, thus subjecting you once again to husmurficaiton.)
Now there is a risk of a smurf targeting you specifically by deliberating losing matches until they get paired up with you. Blocking such a smurf would be an efficient use of one of your 100 slots, but correctly identifying such a bully sounds like more trouble then diagnosing a Modern addict.
Don't for get to add Mai, This game is less fun when match with Mai's player.
