Can someone explain to me why Classic Control Juri's damage output is ≤ to Modern Control players?

On topic, Modern actually has a 20% damage penalty on directional specials compared to Classic.
Than perhaps it would be helpful if you elaborated by what you mean. Did a quick check and M on Juri still seems to nerf damage, at least in training mode.
Well, Juri has some pretty paltry DPS, if that's the case. Even without Modern Controls handicap. Went up against several Modern Control Mai players, and I was struggling to keep up no matter how many hits I was landing. I was landing hit after hit. Was basically using EX attacks exclusively. I've also noticed that one throw against Juri = a decent BnB from Juri against any character. And this was before Mai was introduced.

I'm sorry, but this ♥♥♥♥♥'s damage output needs buffing. Too much work for half the damage as anyone else.

Yeah, so...here's how it works.

Classic Everyone Else = 100% DPS
Classic Juri = 80% of everyone else's Classic version DPS
Modern Juri = take off another 20% of that. So 60%

C and M Juri’s damage outputs aren’t that far off assuming you’re still inputting the specials normally in modern. Classic Juri still does more damage overall though since you have access to all your jump normals for SA2 and st. MK

Juri does seem to output less damage, but get trade offs in the form of an aggressive walk & DR speed, strong neutral and unique mix-up opportunities with her Fuhajin cancellable specials. She seems very rush-down templated in that regard, similar to Cammy; lots of tools to get in and do damage, but needing to do so more often overall as a result.

Might be less true if playing optimally. Just from my experience.

This means absolutely nothing in a game filled with fireballs and projectiles. Doubly so in a game filled with DR.

I am noticing the parlance here. And I am noticing you did not say "Strong mix up game." Even if she does have "unique opportunities" in regards to mix ups, those opportunities are either not strong enough are do not present themselves often enough to compete with the characters who possess actual strong mix up game.

"Fuhajin cancellable specials."
Only thing on here that's remotely true, but I'm afraid it comes with a caveat more in-your-face than her feet from Capcom's marketing. Her special attacks have to be loaded. Like a gun. This clashes something fierce with her supposed "rushdown" method of attack. As much as I like her fuhajins, they are honest specials in a game filled with Kens, Bisons, Zangiefs, etc. The strengths found in her fuhajins do not provide adequate reward proportionate to the amount of effort required to reload them time and time again. Don't even get me started on her flaccid, slower-than-a-kid-learning-to-ride-a-tricycle-for-the-first-time fireball that, for some inexplicable reason, requires more set up and has more recovery frames than any of the shotos' fireballs.

Sounds like she's not a good match for you. Hopefully you find a character that fits your style better.

I like her. She's my go to (Tried Bison for a while, but charge and I don't get along. Plan to give Terry and Mai a shot next time I boot in).

Translation: "I have no rebuttal. Ergo, I am going to passively aggressively intimate that you're not good enough for the character and therefore suggest to you that you should move onto another character without realizing that this only bolsters your argument, as needing to move to a different character implicitly asserts that Juri needs buffs, considering she's so weak."

Yeah man. Let me move onto Mai or Ken, like a smurf or basic ♥♥♥♥♥, respectively.

There's three Juri players in Capcom Cup, with 15 characters having less representation than her in the tournament, the character ain't the problem.

None of you have taken a statistics course in your entire life, clearly. The ranking spread of SFV in 2020 was as follows: 60% of the player base was Bronze. The other 40% was in Super Bronze. That means you were in the top 2% for merely making it to Silver. This user here is looking through a keyhole and claiming to see the whole picture when in fact he's seeing less than a fraction of a percent of it. Grandmaster to Warlord comprises less than a decimal of a percent of the entire SFV player base. Maybe a tenth, maybe a hundredth. Four people could be winning with Juri a ton and that would be affecting results. Same applies to SF6 and its higher ranks. Does that mean Juri is top tier? A super powerful character? No. Unequivocally, it does not. You have all failed numbers and basic math. See me after class.
You could watch Nephew's guide on her, she hasn't changed all that much between patches afaik and he's one of the best Juri players out there. Also I don't understand the "fireballs so walking is useless". You can walk parry with her really easily and close distance.
