Something with the same chip as the zen 4 handhelds should do the trick... just don't expect to max everything out at 1080p.

As long as it does 60fps @ 1080 works for me

It should with the right mix of settings just make sure you get one with as fast as possible memory that's dual channel makes a big difference for iGPUs.

It's called a PS4/5.

A PS5 is cheaper than my pc, and I'm between minimum and recommended specs.

"cheap" is a relative term. how much are we talking about?
400 max (with everything, as I know there are minipcs without hard disk and/or ram)

Get a friend with a PC already in their house so you can just log in with your Steam account and play the game.

Don't forget to log out before leaving

Searching on amazon, at that price point i just found mini pcs with Ryzen 7 (laptop CPU with integrated graphics). The issue is the vram, when i checked on yt if any mini pc or laptop with ryzen integrated graphics could run the game at optimal conditions i couldn't find any. I don't have a mini pc but for this particular case, i feel you'll waste your money.
Yeah, I was searching Mini PCs on that price range and nobody seemed that can run SF6, so I've gave my shot here in case someone had one

A mini-PC running an AMD Ryzen 7 5600G or 5700G could run SF6 on integrated graphics, albeit likely 720p max at 60FPS. You might get the game up to 1080p with mods that reduce stage characters, etc. Not really worth it, IMO.

Steam Deck.

Invite your friends to your house, and play it with desktop PC. Or try it on your friends laptop at 720p.

Yeah Steam Deck would be perfect for you. Multiplayer runs at 60fps in 720p.
Can't say about higher resolution but I think it is good enough personally.

Steam Deck will get you the best bang for your buck to be sure. If it HAS to be a Mini PC, 400 is gonna be a challenge. The barebones version of this one should be within your price range, but if you want RAM and an SSD, you're gonna have to cough up more. https://store.minisforum.uk/products/minisforum-um790-pro?variant=44785406181654
