Unable to execute special moves of Chun-Li in world tour

I am new to the SF series and trying out the world tour, which I really like so far.
I am with Chun-Li at the moment but I don't seem to be able to execute her special moves. I'm using the modern controls and when I look at the special moves list, I have two. One that supposes to work as Left+Y and something of down and up and Y but no matter what I try, they don't seem to execute.
For the Left + Y I seem to need to press Y twice... It never kicks in when I press only Y once...

Sorry if this sounds noobish but that's how I feel... What am I doing wrong here?

Do you have yellow arrows for the direction inputs? If so, it means you need to charge them.

Hold the direction down for about 1 second, then try the button. Hopefully that helps.

I quickly replaced them with Luke's moves. While I get how they work, getting the inputs right mid-battle seems hard to do, honestly.

Yes there's a yellow arrow. I didn't know it meant charging... Thanks, I'll give it a go!
