Balancing grapplers isn't easy - he's basically a set of bad tools and with one ultra nice grab that you can never land.
If he has good tools then he's not really a grappler.
If he can land the grab easily then he ruins the game.
Keep him in no-mans land IMO - it's better for the game.
It's not Gief domination.
I'm not a Tekken expert by any means but it seems like grapplers can be stronger in a game like that since positioning is much more complex and zoning basically doesnt exist.
Positioning in SF is much simpler, which makes it much harder for a grappler to get in.
They'd have to basically rework SF down to its core.
On the other hand fast characters with throw loops feel more like grapplers sometimes. They do as much damage throwing as named grapplers.
