Please HELP, fully locked out of the game for days

Ever since the fight pass update I have not been able to play the game. I launch and get prompted to download, but it gets stuck at 92% no matter what I do.

Things I have already done / tried:
- Restart the game (multiple times on multiple days)
- Restart Steam (multiple times on multiple days)
- Restart my PC (multiple times on multiple days)
- Add the three recommended firewall path exceptions to my antivirus
- Fully uninstalled and re-installed the game (multiple times)
- Run the game with all antivirus / firewalls turned off (including real-time protection)

My internet is absolutely fine. I can stream 4k video instantly, download large files, play MMOs with excellent connection, do whatever I want on any device and even other games on my PC with zero issues.

The fact that I fully reinstalled the game today as a final attempt to solve this shows that my internet is fine, yet I somehow can't install this likely tiny few mb patch.

I've not had any issues with any patches or updates before this one. I can't think of anything else I can possibly do at this point.

I own the game plus the deluxe edition and year 1 fighter pass plus pre-order bonuses, and have put almost 100 hours into the game.

Can someone PLEASE HELP, this is unbelievably frustrating.

EDIT: After days of troubleshooting, the solution was found! Disconnect computer from ethernet, turn on hotspot on your mobile phone (may need to turn on Maximise Compatibility in the settings on iPhone) then connect your computer to the hotspot and download. After this I switched back to ethernet. I hope this helps others!

Already tried this, it doesn't work. I actually turned off all of the security options in addition to the real time one, restarted steam / the game multiple times with it off, and it's still getting stuck.

Am I seriously just totally screwed? I've tried clearing steam cache, turning off firewalls too. Restarting router, restarting everything. It's been days and I can't play, I'm actually unable to concentrate on life with this stupid issue going on.

Someone also noted this happening. I can technically go online, but I get so many matching errors. Probably something got ♥♥♥♥♥♥ when cloud service crashed the other day. Might be just better to reporting to capcom support

First off, it's not that I'm addicted, it's that unresolved things like this give me anxiety and it's awful. I'll survive of course.

My computer is fairly high end and less than a year old so I don't think there are any issues there. I feel like I'd have to be running a relic from 2004 to be having issues downloading a tiny patch, especially since the other patches have installed just fine (and everything else that I've tried to download / install).

I've currently uninstalled the game for a second time, and have got it downloading again whilst the real-time protection thing is turned off the entire time. Hopefully this will download the game INCLUDING the patch, it didn't last time (it still had to download the patch after installing) but we'll see..

If it still doesn't work, I'll try just leaving the game on at 92% message. I did leave it on for like half an hour last time and precisely zero happened but there's literally nothing else I can do at this point. If it doesn't work I guess I quit fighting games, I ain't buying it again on PS5 because Capcom can't create patches that just work on all machines.

And finally, I reached out to @streetfighter on twitter 3 times and have obviously had no response so far, they probably don't read any messages.

So... it finished installing again, did a shader warm up thing but for whatever reason, a fresh install does not include the latest patch. It still gets stuck, this time on 88%. The antivirus and firewall stuff has been off the entire time it's been downloading / installing too.

All I can do now is leave my computer on overnight. If it doesn't work, I guess I just can't play the game and will have to try to get refund and miss out on all the fun with my friend group.

What type of connection are you using? WiFi, data, ethernet? Also is your connection metered in any way

Try uninstalling the entire game and then doing a file search on your computer under 'Street Fighter' and 'StreetFighter'. Delete all the files related to the game. There's certain files that don't delete because they're left over from dump reports. After you do that, try redownloading again and see if it completes.

I already did this twice now. It's bizarre that a fresh install does not contain the most up to date version of the game.

There is zero reason why I should have had to spend days trying to get the game to run because of a tiny fight pass patch. It's incredibly frustrating because the other people who had the issue have just randomly got it working after not doing anything, yet here I am being locked out of my game all week because of capcom's busted game.

If you want to try it, connect to your internet with your phone then connect to the internet on your pc via your phone hotspot, it might not work but it's easy to do and is worth a try, it worked for me and you haven't tried it yet so worth a try.

Unfortunately it seems like my bluetooth wifi dongle doesn't support tethering to hotspots so I can't discover my phone. It's crazy though, it's been working fine on wifi and ethernet as well. Is there no way to manually download the patch somehow?
