I realise there are ways you can monkey around it, though I do not think there should be any need to do so. I certainly could have been clearer.
Having an untradeable, critical resource tied to a building that requires said resource to build, is asking for trouble.
Not that I'm being asked, but my suggestion for a solution would be something like allowing builders to chop down trees when there is no Timber available, or even making Timber a resource you can purchase through traders.
But I also take a save at the start of every month because ♥♥♥♥ happens.
The game is still full of such design flaws.
There are simple solutions - if you currently have no logging camp in the region then you can build one for free.
Or introduce simple rudimentary logging camp with just one workslot for free.
Introduce storage for timber.
