It's pretty frustrating, as you can reassign a family to different jobs, but not different houses.
No OP is correct, there is nothing you can do to make the family live there short of it being the only available house and you demolishing other houses to force people to move.
Like, take the mine example. So, do it one of two ways: Either build what you want them to work, then build the appropriate amount of houses to hold the workforce you want...Or do it the other way around.
Or use further away houses to work the buildings while you wait for the close in houses to get residents, then swap them out.
Have to many empty homes 'in town' waiting to be filled? Tear them down, why are they there if you don't have anything for the people to do?
It's a small village way out there, population growth as it is is already kind of overblown, so do as you would in the situation in real in real life: Take it slow and easy.
