Ill post this since I had the same issue and no others have posted the solution that I've seen.

You also need to have their food, water access, access, and clothing access (Tannery, etc) completed to go from level 1 to 2. You can make clothing with the Tanner from the hides gained from hunting.

No idea, I'm not too far into the game myself
I'm having the same issue, It's only saying I need 4 timber when i have 50+ with no other requirments. I have water access, 2 different foods, clothing and a church.
Yes wooden church for lvl 1 to lvl 2 Burgage.

Your market supplies the nearest houses and houses further away get less supplies so some of those diamonds might still be unchecked.
I find more than one market on the smaller side works for me. Granary and general storage is important as well, having just one worker assigned to them will help keep the market stocked.
clothing, need fabric(leather linen or yarn)
hei guys, i found it, you need to sign policy. i've sign hunting grounds policies and i can upgrade burgage

That cannot be thr reason and must be a mere coincidence. At most signing that policy may have impacted the food supply by boosting your hunters, but that is purely circumstancial.
To upgrade to level 2, you need the following:

-- Water access
-- Wooden church
-- Access to fuel (firewood or charcoal)
-- Access to 2 foods
-- Access to Clothing stall with Leather, Linen or Yarn

If all of those diamonds are not colored in, you cannot upgrade.

You also need at least one family, or the market supply diamonds won't get checked.

And you need 4 timber.

Do you have all that? (I've seen no reference to having fuel.)
The requirement are listed on the Burbage Plot, any that are not met are blank. In this case a 'Lack of Ale at the Tavern'

make sure to have two families employed at the granary and two kinds of food availble.
