Mercenary list no longer refreshes

I have had the same problem on the baron scenario for every version of the game yet. (Haven't played other scenarios since launch so I don't know if it happens outside of a baron run.)
After a few years deep the list of mercenaries not longer refreshes.
In my latest save (latest test branch), around year 7 I have a single mercenary group available and even if I hire them then release them they are the only merc group in the list.
I will add that on other saves that are far longer the mercs always disappear from the menu.

So I don't know if phasing out mercs at the later years is on purpose but I will say it makes the solutions to the ''Win the baron scenario with only mercs'' achievement a lot more restrictive.
I do think mercs are an interesting enough mechanic that I wish they would be available during the whole play-through.
