Regional tax income looks like to depend on the total amount of regional wealth. If your tax income is to low, let the regions spare some money.

My fine furry friend, it is literally dependent on regional treasury. Your tax rate is percentage for a reason. A percentage of your regional wealth.
So you tax 500, it takes that 500 OUT of the regional wealth and into your treasury. Nothing is being created out of thin air, the money 'exists' in pocket money form, until you tax it, which just moves it from their pockets to your pockets ;)
Treasury is what I've meant by wealth. You may forgive this one for a non-native English speaker, would you?
