Stuck at 5 families when I have room for 7. Approval stuck at 48%

I have had room for 7 families for 4 months but my Approval is stuck at 48%. No new families are coming in. An ideas on what I am doing wrong?

Have you built a church to raise approval? Have you secured two food types in good supply on a marketplace for more approval? Have you started making leather and fuel and getting it on the market for more approval? Have you built a well?

How long did it take you roughly from start to having all families in houses?
