Yeah then they should have access. Did you try to destroy the well and build a new one? Also connect it to a road.
Edit: sorry my bad, you already stated so in your initial post.
Were the bugged wells by any chance in a save from 0.8.004 loaded into 0.8.024?
That could account for your problem.
No links are needed no roads nada, all you need to do is read the tool tips correctly.
Not trying to be nasty here it's just that if you are indeed having this problem then it is either something you are doing wrong, something you don't understand or indeed your game is borked and you need a re install. My money is on your misunderstanding. I can offer to help if you can provide a screenshot of your town and where you encounter the problem, I would love to see the actual screen.
