I have the same problem with the river map. In my case, all the inhabitants are stagnant, no longer harvesting, hardly building anymore and although I have huge vegetable gardens and the inhabitants there are not assigned, my inhabitants starve to death every year. I have now also put this as a question in the round. Hope it will be improved at some point, I think the river map is great.
Bullet version of those I have heard of --
-- Oxen won't use bridges.
-- Jesus squad walks on water to cross rivers instead of using bridges.
-- No damn fish
They are nothing but window dressing.
