I make a 36 man spear/large shield unit at the start. You get 20 spears/shields at the start if you enable the option to receive an arms shipment. Until that unit is complete I don't start another one until I have enough to make both up to almost full strength. And so on.
When you fight a battle you will lose men. So any active units will be under strength after the fight. I will keep both and build them back to full strength which can take some time.
It's necessary to start making arms asap. The spear/large shield combo is the cheapest and fastest afaik.
2 36 men is usually enough to clean out bandit camps.
For raid defence I try to recruit some cheap mercs to bolster my force if I only have 2 units by then.
Losing mercs is preferential to losing your own guys.
