make sure your in the stable branch and your game version is 0.8.004
I don't think there was ever a guarantee that every region would have a lake, just that some regions would.
And again, not every region has this resources, it sometimes replaces berries.
what game version are you playing?
Sorry, but no matter what game version, you will always start in a randomized region. Unless, at some point, they'll let us choose where to place our first settler's camp...And that means you can restart multiple times and not start in a region with a pond. Or you can be lucky and spawn in the middle of the map with a pond directly next to your settlers' camp like I did:
