Report a translation problem
Since you have no other pasture, they should automatically move to the fenced in fallow fields. Otherwise you build a pasture, let them enter that pasture, then delete said pasture. If they do stay in place after that, it's a glitch that you can fix by changing the fenced in fallow field from fallow to wheat and back to fallow again. They should start moving towards that field after that.

Bless you! [Please accept the two most expensive awards as a token of my gratitude] I was getting crazy that the sheep herd wasn't moving to the fields with fences, even though there was no space left.
Just for information to anyone else coming here:
My sheep-assigned families instantly moved the sheep herd from the deleted pasture space to the Fallow fenced up Field.
