Sheeps are working, i would start with 5 sheeps, with that amount "breeding" seems to go a bit faster. The more you start with the earlier you will see your sheep population growing.
I "THINK" it works like the wildd animal system. The more you keep as a threshhold, the faster the repopulate. Thats why you will never want to kill them down to a too low number.
Afaik you need to buy them from a stock vendor (animal vendor). Set up the building, define a certain amount of sheep to be imported and wait until your trader brings them in. If you have a few, they should start breeding (if you have the sheep reproduction perk active for your village).
Where you've reached a new Settlement Level, you'll likely already have seen the game's Development Upgrade tech tree, accessible by clicking on the name of your town at the top of the screen. Here you can spend Development Points to unlock key passive benefits for your entire settlement.
Mine are now reproducing took a year to start.
I started with 1 just so you know.
i also started with 2 and now i have 100sheep within 3 years.
