The opposite happened to me, my granary workers weren´t using carts at all and moving goods 1 by 1, after upgrading they started to use carts.
I do see a lot of people hauling stuff by hand and it's very slow.
I think you get 1 hand cart per storehouse, granary and trading post. That's just an inkling, I haven't done any testing on this.

The same thing occurs with Oxen who just get abandoned by their guides. The only difference being that usually the oxen will slowly make their way home to a hitching post whereas the carts just sit there.
Either re-assigned workers need to take their cart back before starting their new job, or the carts need to teleport back to the warehouse or granary.
Or just make a cart parking building and be able to assign families to this making them full-time transporters to any/all available storage/production buildings while also allowing you to build additional carts. I feel this would allow for better workflow and increased output from your Artisans. Most of my Brewery families just sit around waiting for one malt to show up, turn it into beer and then sit on their A$$ again waiting for one more malt. If I see 50 malt in storage and 11/12 brewery family members "waiting" one more F'ing time I will let the next bandit raid burn this town to the ground!
