When you have raised your first house to level 2, turn it into a bakery.
Ummm... isn't that locked behind a development point? Second tier as well IIRC. Assuming you do the normal and take 2 trade points first, it means you need to have 4 development points before you can even unlock artisan bakeries.
There have been moments where I ended up having to delete a house and rebuild it, sometimes that worked.
But yeah, sounds like an AI glitch factor. My bakeries have so far worked well/make bread at a crazy rate as long as the flour exists.
Yes it's correct, I forgot, sorry. In any case, communal ovens also work well, although more slowly. It must be taken into account that bakeries produce twice as much bread for each unit of flour.
