You can't send resources one way, only barter, which is pretty much useless. Why can't regions just send resources to each other? The UI could just allow nothing in return, so you can send resources one way.
Which is the case for our dear little villagers, or would have been in this time period, and is essentially the same authority by which we collect taxes.
The part I find more stupid currently is that we can't even use our personal wealth in new regions, once we spend the initial amount to send the first settlers that's it, hands off no more investing!
