More families than houses, Bug or not?

So I have more families than I do houses, yet there is no homeless icon showing up. Does the game not register expanded living space as houses and just adds families until they are actually full, or is this a bug and I'm getting unlimited families,


if it is a bug. I would really like to know the fix as this could ruin the longevity of my city considering I have a self sustaining city right now and extra people=extra food.

Some buildings can house 4-5 families.

20 level 3 houses with room for 80 level 3 families.
84 Total level 3 families, 4 homeless.
2 level 2 families, the lvl 2 families are the manor's servants

Bug maybe?
I had 4 house fires that all got rebuilt and seems to be where I picked them up?
They have been around several game years, in winter even shows they are freezing to death.
They live even though they were cold all winter, 4 extra workers (yeah they still work)
Win win. lol

yeah needs fixed or a workaround atm

Same thing that happened to me, it doesn't say they are homeless, yet they certainly are. And they always get cold even when it's the middle of the summer. Mine seem to have stopped coming after 155 families (5 over what its supposed to be) so it's not as bad as me having to manage another 30 more.
