I made new granary near down, I dissallowed goods from the old granary how do you empty the old granary?

With a new granary built and staffed they should move the stuff over to the new granary.
You may also need to unassign workers from the old granary.

If this doesn't work then demolish the old granary. The goods will then be on the ground and the new granary workers will pick it up.

It will be much faster to just delete the old granary. Workers will begin cleaning the stock pretty quickly from the ground.
