You don't automatically get two families per lot just by leveling up to level two. The plot needs to be big enough to get that option.
You can have two houses(families) also on level one buildings.
They can wear gambesons, they pay regional tax. Also they look nicer. Level 3 the militia can use even fancier armour, and pay more regional tax per family (2 each family over the 1 each family).
Also, wait, what? What does upgrading to level 2 have to do with gardens?
As long as there is space for an extension, you can build whatever extension you want. And replace it as you wish. Though its rather pointless with veg/apples to have a small extension place. Level 2 you can build artisan extensions too, so there's that.
And as you've figured out now, the extra house icon means you can double up families.
But for lvl 1 to lvl 2, it allows for all types of extensions, they pay 1 regional wealth per month, villagers in those houses can wear gambesons in battle and they look nicer
When you draw out the plot you have to have a second house icon with a + sign on it to get the second family upgrade. This is different from the shed icon with the hammer for backyard additions.
The easiest way to get a plot with an extension is to draw out a plot wide enough that the game wants to place 2 houses on it then before confirming it click the little minus button next to the hammer and it will change to 1 plot with an extension (and if there is workspace at the rear it will change from 2 spaces to 1 double sized space).
or 5house wide blue print could shrink into three 1+1 housing lot
sometimes if u make it slightly wider it could turn into four 1+1housing lot
u laydown blueprint and click that + _ button to adjust how many lot u want , u can see the blueprint giving u 1+1lot when u reduce number of lots
or use logging camp and draw roads around it. it makes perfect two 1+1 housing space
tier3 is where u get double family (meaning 1+1 housing will turn into 2+2=4family housing)
