New Region but no resources

Hello
i've captured a new region, but how do i get resources theire?

You have to build the starting tents with the money from your treasury. Then you get resources and the first people.

click build menu - on the administrative building section (where you build your Manor) the first icon is Settlement, position it (build it) in the new region and basically startfrom beginning building your new village.
hint - you can build a pack station and barter some goods from your old town to the new one (better speed if you buy a mule from it and assign it).

In a limited way, yes. There is a special building for it.
