Also, I usually build the sheep farm and pasture behind it first before I attempt to buy any sheep.
Takes a bit of time, but soon the first sheep arrives.
But to go over it. You only need a Livestock Trader. +1 in there as a worker.
Set Sheep to Import. Set say 5 sheep to be imported. You'll need at least 150 coins to buy 5 sheep.
The trader will then go and buy 1 sheep, 5 times. The 5 sheep will appear in your pen.
Nothing else needs to be done at this time, however, you will need at least 1 sheepfarm + 1 worker, and 1 weaver + 1 worker to turn wool into yarn. You'll then need to either sell the yarn or build 1 dyer + 1 worker and 1 Lv 2 house into a weaver to sew the yarn + dye into a cloak, you'll then supply cloaks to your people via the market. Ideally you'll also have a storehouse near the sheepfarm/weaver/dyer.. to supply the products.
It helps if you man the livestock trading post.
I think it's a bug. I had all of it setup, including enough money for more than 20 sheep, and a year later I had 4 out of the 40 I was asking for.
So, when oversupplied, the exporting stops. Your sheep however, will not stop breeding.
I now have 1800 sheep.
Are you on the Beta Patch? I think they changed that, so that you can still export when oversupplied.
This is where being able to butcher sheep for meat is a 100% necessity. 1800 sheep has to have some impact on performance.
