Ooof, that's probably over the top.
There are only a total of 8 regions, so even if you had all but one region, your max number of retinue is 7, but each retinue squad will contain 24 soldiers.
You can have a total of 6 militia, but only if you form all 6 militia before you build your first manor, in which case you can add as many retinue to that force as you have regions.
In other words, in order to make an ubermensch army, you need to form 6 militia, then start adding retinue to each region.
I think you misunderstood what I was saying. You're absoloutely right, but what i'm saying is its not a big worry about creating retinue and thinking you're limited to 5 units in each retinue.
Some people are saying if you create many manors before creating all your militia you'll be left with a very weak army, because they are just 5 units. They don't know you can increase their number.
But let's assume you don't create any extra militia, an army of 7 (i thought the limit was 6 to be honest... a lot of people have been saying that, no matter how many regions or manors you have... and you're not limited to 1 group per region either), an army of 6x24 retinue is going to be a solid force, especially if upgraded.
