Manor Castle Planner resource requirements are broken

It's basically impossible to slowly build out your manor because every time you enter it WILL ask again for the cost of EVERY BUILDING built or not to commit, making it impossible to slowly grow unless you have ridiculous ammout of resources

Yep. It's broken and not fully implemented. And game says this as soon as you open planner window first time.

I just noticed that in my game. I decided to add the cosmetic Tax Office to the manor and ended up having to rebuild everything I'd already built.

I get that it's not implemented fully but at least doing basic resource math, Homes don't ask for the whole cost again when you upgrade them.
