Очки навыков и уровни/Skill point and level

Во время прохождения игры я выбрал средний уровень, там не на тебя могут совершать набеги, не помню доп параметры которые я выбрал для прохождения. Но занвостка в том, что я при получении статуса Большого города, что в этой игре составляет около 200 жителей или примерно 30 домов, я как бы прошёл игру и получить в дальнейшем новый уровень не выходит, а значит и открыть новые технологии за очки навыков. Так вот вопрос в том, можно ли как то открыть все технологии в этой игре? Возможно при выборе определённого режима игры? Ведь по логике при развитии поселения все технологии так же должны развиваться, а при достижении статуса большого города это развитие у меня заблокироваллось.
