It's annoying that I have clothing in my storage but, no matter how many stalls I set, they won't make clothing stalls.
Edit: And I tried building a new storage which only accepts clothing and yet they still only made a common stall...

Stall Mergers: Fuel Stalls and Fabric Stalls were merged into a General Goods Stall.
Well, they are only selling firewood in them... they won't put clothes into the common stalls.
I'll try messing with it further to see if I can get them to put the clothing in.
As there are different tiers of clothes, my tier 1 houses didn't need clothing, since it is tier 2, but they needed the tier 1 clothes, such as leather. Once I got leather, they were put into the stalls automatically.
Then, once I upgraded a couple of houses to tier 2, they wanted the clothing and it was also added to the market.
So, the problem was that I didn't understand the mechanics completely. If you mouse over the clothes area of houses, you can see it explained what they need.
