Report a translation problem
I'm sure someone will correct me if I'm wrong... I only have 1 manor house in my first territory and town... I have 2 more territories but I don't need another manor as i can do any manor stuff regardless of the territory I'm working on.
More manors gives you more retinues.

Personally, I haven't encountered that bug. Just a hunch, but make sure you press T to have the proper region selected before you try dropping the Manor. Sometimes, the game likes to display the resources for the wrong region and that had caused me inconvenience before.
Let me ask you this, as this is my second play through. The first time I had no issues with MANOR placements. But I deployed 4 Manors and when I tried to create Armies... 2 and I had to start over due to the end game and no armies was a waste of my time.
Now this time I created 6.empty armies... And when trying to deploy my first Manor... I get the error.
