I dont believe so, on Reddit he said he is having problems finding suitable skilled people.

To the op yes its a good game, slow but very addictive enough gameplay for around 40-50 hrs I think, as I've seen towns of 2000 on Reddit, including restarting after you made a mistake to try better. Possibly more gameplay if you love trying out different designs. Its a great looking game and the music is also very nice. Its also very well designed. But it has a lot missing or as placeholders at the moment. Expect maybe another year of development.
