when can i place the manor?

the description on the small manor says i can only place it on a small village.
but my settlement is a small - and later large - town. never a village. so how do i make it a village so i can place the manor?

You should have been able to place manor early game, that's how I got my retinue to 24 members

i realized way too late that i could already build the Manor.

All you need is planks and stone so pretty easy to build

I did the same thing waiting for that red lock to disappear and I had a town already which I thought for sure is larger than a village. It is. You can place it.

yeah took me a little while to notice that big red X is a lie. I kept thinking I couldn't place it till I actually tried.

Yeah, the UI for building the Manor shows big red lock even if you actually CAN build it. You should set it up as early as possible to get those taxes going.

Only way to know your settlement level is hovering the mouse over the zone's name on the upper middle of the screen.

yes, i just never clicked on it anyway, when i did, i saw the building is white and i can place it lol
